What is a Driver Qualification File (DQF)?
A Driver Qualification File (DQF) is a set of documents that FMCSA requires motor carriers to maintain for each commercial driver under 49 CFR Part 391. It includes CDL verification, DOT medical certificate, MVR annual checks, drug and alcohol testing records, employment application, road test certificate, and safety performance history from prior employers. Carriers must keep DQFs current and accessible for FMCSA audits.
How long must a DQF be retained?
Under 49 CFR Part 391.51, motor carriers must retain the DQF for each driver for as long as that driver is employed and for three years after leaving. Some documents within the DQF have their own retention requirements — for example, drug test results must be retained for 5 years per 49 CFR Part 382.401.
What happens if a DQF is incomplete during an FMCSA audit?
An incomplete or disorganized DQF during an FMCSA Compliance Review or Safety Audit can result in a Conditional or Unsatisfactory safety rating, civil penalties, and in serious cases, a Notice to Cease Operations. Fines can reach $25,000 per violation for motor carriers under 49 CFR Part 386.
